By default hyperlinks are underlined. As an example CNN. It is possible by removing the default underlining of hyperlinks by using the text-decoration syntax. As an example MSNBC.
It is also possible to turn off the underlining of hyperlinks all together by setting up style sheets for anchors (<a>) and setting text decorations to none, and then setting up style sheet for hover (a:hover) and setting that to underline and may be also a color change.
For example, here is a hyperling for which we have turned off text decorations until you hover over it Fox News.
